March 6: The presidential veto was overturned and only local fishing will be allowed within 40 miles and no industrial fishing! There is a one year period of the 15 mile limit until the 40 mile limit is in effect though. At that time a new "Plan de Manejo" must be approved.

Feb 17 update
The Law has gotten a partial veto - the limit for fishing has been reduced
to 5 miles offshore in the South. 90% of the National Congress originally
approved the change from 15 miles to 40 miles and now the special interests
of the fishing industry have managed to reduce this to a mere 5 miles
offshore. More updates as they happen!
